I followed all the instructions properly. I have the non-Steam version of the game (even though it looks like I do have the Steam version of the game). Just turned it off and the error does not show up again. Whenever I download the TMPE binaries and extract its contents into the mods folder (I followed the instructions provided) and run the game, Cities: Skylines throws at least 2 errors at me when I start the game.
